Abstract | Full Text: Today, the publicity and the scientific community, businessmen and officials pay much attention to the food security problem. However, despite this, it is not solved. This problem has even become global. An analysis of the existing approaches to the definition of “food security” is given in the article. A more systematic and comprehensive definition of this term is formulated on the basis of this study. Moreover, the legislation of the world’s countries, in particular Ukrainian legislation, aimed at solving the food security problem are investigated. A food market forming mechanism is first proposed in the work. It depends on the impact of international politics and political conditions in the country, as well as on the state structure and level of state regulation. This mechanism includes three main interrelated elements: the organizational and economic food production mechanism, the degree of technological development, and the population`s lifestyle. Also a model is developed for the formation of food security through the formation of food markets.
